City of Mishawaka  - Wastewater Division Manager

Key Responsibilities: Reporting to the Mayor, the Division Manager oversees day-to-day operations for the city’s water resource recovery facility. Responsibilities include managing the treatment plant, collection systems, and biosolids facility, ensuring compliance with state and federal regulations, preparing, and monitoring the utility budget, and leading a team in long-range planning and capital improvement projects. Additionally, the role involves negotiating contracts, responding to emergencies, and keeping city leadership informed of challenges and outcomes.

The Wastewater Division Manager supervises the performance of a variety of chemical and bacteriological tests on water. Plan and oversee sewage plant operations and maintenance programs. Formulate and enforce operating policies and procedures. Oversee the training of sewage plant personnel in wastewater treatment policies, methods and procedures. Coordinate and supervise the work of employees engaged in the operation and maintenance of the Wastewater Treatment Plant. Prepare employee work schedules. Order and maintain required chemicals, equipment, parts and supplies. Conduct and evaluate studies on the efficiency of treatment processes and methods. Prepare periodic reports to the Indiana Division of Environmental Management and other regulatory agencies as required. Oversee the administration of the Industrial Pretreatment Program, and CSO Long Term Control Plant implementation.

Job Qualifications: The Wastewater Division Manager must have considerable knowledge of the methods, practices and procedures involved in the operation and maintenance of a wastewater treatment plant. Must have sufficient knowledge of public health regulations and requirements relating to treatment plant operations. Must have considerable knowledge of the operation of mechanical and electrical equipment used in wastewater treatment. Must have reasonable knowledge of the principles of bacteriology and chemistry related to wastewater treatment process control. Must be able to prepare and maintain accurate records and reports. Must be able to train and supervise subordinate employees. Must be able to collaborate effectively with other officials, employees and the general public. Must be able to read and interpret mechanical drawings and blueprints, schematics and circuit drawings, and the directions and information found in various maintenance manuals.

Additional Qualification include, but are not limited to:

  • Should possess a bachelor’s degree in science, environmental studies, civil engineering, or a related field.
  • At least seven (7) years of progressively increasing responsibilities and professional experience wastewater utilities administration and supervision.
  • Possession of an Indiana Class 4 Public Wastewater Operator License, or the ability to secure a Class “4” Public Wastewater Operator License within six (6) months of employment         required.
  • Must maintain an elevated level of efficiency in the performance of the job.
  • Must adhere to the City of Mishawaka’s drug and alcohol-free policy.
  • Must sign and adhere to the City of Mishawaka’s Confidentiality Statement.

Salary: $3,446.84 bi-weekly

City of Mishawaka  - Maintenance Technician A

DEPARTMENT: Wastewater

Key Responsibilities: To perform a variety of skilled mechanical repairs, installations, overhauls, and specialized work in servicing, maintaining, and rebuilding a variety of mechanical equipment and facilities; to operate power-driven trucks, small and large front-end loaders, tools, and equipment.  Performs general cleaning and janitorial work and other various job assignments associated with plant operation and upkeep.  Reports to and accepts assignments from the Maintenance Manager and/or plant management.  Works independently or with other Wastewater personnel. Required to be reasonably available for emergency overtime.

Working Conditions: Must be able to work alone and/or with others in the performance of maintenance responsibilities in all types of weather conditions.  Must be able to work during the day or night or in other dark conditions, around operating equipment, and open tanks both full and empty.  Dangerous chemicals are present in the workplace including sodium hypochlorite, sodium bisulfite, ferrous chloride, and other solvents, acids, and cleaning agents. Work is frequently performed in wet, dusty, dirty, odorous, and noisy areas.

Essential Job Functions: Work independently or with other personnel in the performance of their duties, according to the instructions given.  Maintain, repair, and rebuild equipment associated, but not limited to: Influent Preliminary Treatment Processes including screening and grit removal; Primary Clarification Process; Secondary Treatment Process; Anaerobic Digestion Process; Gravity Belt Dewatering Process; Chlorination-Dechlorination Process; Lift Stations; Biosolids Dewatering Facility; HVAC and ancillary plant operations

Maintenance of equipment associated with these processes may include but are not limited to, repairing and rebuilding pumps and piping. Repairing and troubleshooting electric equipment, motors, and automated processes. The maintenance of automated systems may require troubleshooting and programming of programmable logic controllers (PLCs) using ladder logic or equivalent code.

Job Qualifications: Understand and follow written and verbal instructions. Ability to effectively communicate with management and wastewater employees orally and in writing. Ability to use basic math skills and basic reading and writing skills. Must have basic computer skills. Ability to work with minimal supervision. Ability to prepare and maintain accurate and legible records. Ability to use a tape measure and other measuring devices with either decimal and or fraction. Ability to read electrical and mechanical schematic diagrams. Ability to read blueprints. Ability to locate information found in various operational and maintenance manuals. Operate all wastewater motorized vehicles and equipment safely. Understand the safety hazards involved in wastewater treatment. Considerable knowledge of the vehicles, tools, and equipment used in the operation and maintenance of a wastewater plant. Basic knowledge of the methods, practices, and procedures involved in wastewater treatment. Good mechanical aptitude and powers of observation. Knowledge of lock-out/tag-out (LOTO) requirements. Considerable knowledge of pump maintenance and repair, including mechanical seals and bearings. Knowledge of 3-phase and single-phase electricity to be able to install lighting fixtures, circuit breakers, various types of motors, motor starters, and transformers. Ability to install and monitor the performance of electrical equipment for hazards, needed adjustments, repairs, or replacement. Qualified to use appropriate tools and testing instruments to perform duties to troubleshoot, diagnose, repair, or replace electrical and mechanical equipment, including, Motor Control Centers (MCC). Variable Frequency Drive (VFD), Programmable Logic Controllers (PLCs), Supervisory Control and Data Acquisition System (SCADA), and telemetry communication devices. Considerable knowledge of Basic fabrication skills, MIG/TIG/STICK welding is a plus. Considerable knowledge of boiler systems. Ability to safely use a band saw, drill press, pipe threader, drills, and taps, and operate manual lathe.  Any other duties assigned by management.

Additional Qualifications include, but are not limited to:

  • Must possess a High School diploma or the equivalent.

  • Must take and pass a physical examination that includes a drug screen.

  • Class I Indiana Wastewater certification preferred.

  • Must comply with current Wastewater hand tool policy.

  • Must comply with the City’s drug and alcohol-free policy.

  • May be required to take a Maintenance knowledge test.

Salary: $28.00 Hourly

City of Angola -- Wastewater Operator

We are searching for a highly motivated and capable individual to join our team. The successful candidate will possess a desire to learn, mechanical aptitude, attention to detail, troubleshooting/problem solving skills, basic math and computer skills and the ability to communicate and work effectively without supervision as well as work successfully with other team members. The Wastewater Department invests in its employees by providing on-the-job training, safety training, and competitive compensation and benefits.

Key Responsibilities: Monitor/operate performance of electrical systems, circuits and equipment at the treatment plant and sewage pump stations throughout the city. Troubleshoot, repair/replace equipment, as required Gather and test wastewater samples in accordance with state and federal requirements. Operate a variety of light and heavy-duty trucks, loaders, tractors, mowers as well as generators, small equipment, and various hand tools.

Position Requirements: High School diploma or High School Equivalency or GED. Valid CDL license or the ability to obtain within 1 year of hire date. Valid IDEM Wastewater Operator Certification or the ability to obtain certification.

Work Schedule: 7:00am – 3:30pm; hours of work will vary based on the needs of the department. All wastewater operators are subject to emergency response. In addition, operators staff the plant on weekends, rotation every six-weeks and work the holidays that occur during rotation. Frequency of rotation will vary, based on staff availability or department needs.

2024 Pay Range: Operator (without IDEM Certifications) $20.79 – 27.71/per hour; IDEM Certified Operator $23.18 – 30.90/per hour.
